William S. Reed, D.Min.

President & CEO

Will Reed serves as the President and Chief Executive Officer of Technology For All and is the Managing Director of the Texas Connects Coaliton project. He served as a founding board member and was asked by the board to serve as its Executive Director in September 1998 after it was organized in October 1997. Dr. Reed is a United Methodist Minister with extensive fundraising experience as well as experience in nonprofit and church administration. Prior to his leadership with Technology For All, Dr. Reed served as Director of Development for the Samaritan Center for Counseling and Education.


He has a B.A. from Southwestern University in Georgetown, Texas and Master of Theology and Doctor of Ministry degrees from Southern Methodist University in Dallas, Texas. In addition to his leadership with Technology For All, he serves on several nonprofit boards and
as the Pastor of the Servants of Christ United Methodist Parish.

At a national level, Dr. Reed has served as an alternate member of the Federal Communications Comission Consumer Advisory Committee
and a member of the FCC Consumer Advisory Committee Working Group on Rural and Underserved Populations. Representing TFA, he serves on the Technology Infrastructure Task Force of the Greater Houston Partnership and is a member of several other organizations across the city and the region. Dr. Reed is the author of several journal articles on community technology as well as other subjects and also writes an occasional blog entry.

Pam Gardner

Director, Houston Operations/Program

Pamela Gardner is the Director of our Houston Operations and Programs. In that role, she develops and supports our relationships with public computer centers (PCCs) sites across the greater Houston area. In addtion, she supervises the program and training work of our Program Specialists assigned to each of the 19 PCC sites that TFA is currently working with. 

 Mrs. Gardner’s professional experience has included positions as Director of Human Resources for the University of Houston—Downtown and Texas Southern University.  At Texas Southern University, Mrs. Gardner was also Director of the University’s Total Quality Management Program and the College of Technology’s Enrollment Management Grant Project.  Since retiring from her administrative roles in higher education, Mrs. Gardner worked as a Management Consultant for several local and state governmental agencies and corporations.

 Pamela has a Lifetime Teaching Certification from the Texas Education Agency and has taught at the hight school and university level. She earned a Bachelors and a Masters degree in Business Management from Prairie View A&M University. Her professional affiliations have included service with the Fort Bend United Way as Vice President of the Board of Directors, Vice President of the Board of Fort Bend's Women Center and member of the Fort Bend Chamber of Commerce's Diversity in Business Task Force. Pamela currently serves on community outreach projects in Fort Bend and Houston, including the Education Policy and Wordforce subcommittees of the Greater Houston Partnership.

Esther Schaefer

 

Administrative Assistant/Bookeeper

 

Esther Schaefer serves as TFA’s Administrative Assistant and Bookeeper. She was born in Mexico and after attending a bilingual institute in Mexico her family immigrated to the United States. Upon coming to Houston she worked first at Antone's where she improved her English, then spent 27 years working with Chase Bank and its predecessor, Texas Commerce Bank. Esther is bilingual and was one of TFA''s first graduates of STREET U at Mission Milby CDC.

 Nell Warnes

TFA-Wireless-- Network Manager and Community Liaison

Nell Warnes has been working with Technology For All since 2006.  She currently serves as the TFA-Wireless Network Manager and Community Liaison.  With prior experience as a math teacher in Houston, a foreign English teacher in Jiangsu Province, China, and a materials science engineer contributing to the International Space Station, Nell brings a diverse range of talents to the TFA team.  Nell holds a Bachelor’s Degree in Mechanical Engineering from Rice University and a Master’s Degree in Education from the University of Houston.  She is currently studying Spanish.  Nell can be reached at 713-454-6420.
